A Test of the Bush Administration's Emotional Intelligence?

I just heard the 9/11 version of the Enya song "Only Time" which contains this quote from George W. Bush: "The resolve of our great nation is being tested. But make no mistake: We will show the world that we will pass this test." I would change this as follows: Since 9/11, the emotional intelligence of the Bush Administration was being tested.
